In paper 1, I find that there are positive and significant spillovers of charter schools on nearby traditional public school (TPS) student performance---increasing ELA and math scores by 0.03 standard deviations (SDs) and decreasing grade retention by 17-27 percent. These effects increase with proximity to the charter school and are largest in TPSs that are co-located with charter schools. Increases in student performance may be explained by increased per-pupil expenditures and changes in school practices after a charter school opens nearby. These findings imply that charter school expansion may be beneficial at the margin, and co-location may be mutually beneficial for both traditional public schools and charter schools.

In paper 2, I find that the effects of a residential move on student performance depend on whether it is accompanied by a school move. Residential moves unaccompanied by school moves have positive or no effects on performance, while residential moves accompanied by school moves decrease performance. Moves into public housing increase performance, whether or not they are accompanied by school moves. These findings suggest that districts should implement policies allowing students to remain in their current school after a residential move. In districts where these policies already exist, policy-makers should do more to encourage parents to exercise this option, such as providing additional transportation subsidies or making parents more aware of this option and its benefits.

In paper 3, I find that there is a significant positive relationship between public and private education investments, which is weakened after school finance reform. I also find evidence to suggest that parents in low-wealth districts increase their own investments in response to revenue increases, while parents in high-wealth districts decrease own investments in response to revenue increases. This implies that SFRs may have impacts above and beyond direct effects on education spending.

Taken together, these findings imply that when designing education policy, decision-makers should seriously consider how parents will respond and ultimately, how parent responses may affect student outcomes.
