Communications research has revealed the apparent influence of television violence on children. After deregulation of the cable industry in 1993, Taiwan faced increasing importation of violent television programs from the United States. Public concerns were therefore raised about this development. Despite this concern, little attempt had been made in Taiwan to prepare children for changing television content. In this study, a critical viewing skills instrument titled "Taking Charge of Your TV," designed and widely conducted in the United States by the National Parent Teacher Association, the National Cable Television Association and Cable in the Classroom, was tested systematically for the first time in Taiwan with seven workshops of 190 parents and 222 teachers between Aug. 18 and Oct. 7, 1998. A quasi-experimental pretest, post-test control group research design was employed and a delayed measurement was administered one month after the workshop. The purposes of this study were to determine the effectiveness of the "Taking Charge of Your TV" workshop in altering participants' behaviors to teach children critical viewing skills. Four research questions were investigated. They were: (1) how participants in Taiwan responded to the "Taking Charge of Your TV" workshop and workshop materials? (2) to what extent did the workshop improve participants' fundamental knowledge of critical viewing skills? (3) to what extent did the workshop alter participants' attitudes regarding the major concepts presented in the workshop? (4) to what extent did the workshop alter participants' behaviors in practicing the major concepts presented in the workshop with their children. The results of the study revealed participants' positive reactions to the workshop design. Indeed, the experimental group had perceived the critical viewing skills presented in the workshop significantly more important (p < .001) than the control group did and the experimental group had also practiced the critical viewing skills significantly more frequently (p < .001) with their children than the control group did. The results indicated that the "Taking Charge of Your TV" workshop or similar instruments may have some value in preparing children for changing television content standards.
