The 1954 Concordat between the Dominican Republic and the Vatican opened the path for the last 60 years of political partnership between the Church and State. But this partnership has its roots in 520 years of Catholic colonial history. The Catholic conquest affected the lives of millions of indigenous and Afro-descended communities, not just in genocidal terms, but also through the processes of reclamation and restoration that have positioned Catholicism as the most powerful religion in the Americas. In the Dominican Republic, the Inquisitorial preoccupation with blood purity (pureza de sangre ) and saved souls were effectively translated into the Trujillista-Balaguerista discourses of blanqueamiento and hispanidad, and created a modem taxonomy for the persecution of infieles. This taxonomy has direct implications for LGBT citizenship.

Drawing on Talal Asad's critiques of secularism and Maria Lugones's theorization of the colonial/modem gender system, I apply de-colonial theories and methodologies to an analysis of the alliances between the Catholic Church and the modern nation-state of the Dominican Republic. In this way, I aim to confront and unearth the profound relationship between the Church, Western modernity and the management of sexuality and how it is exactly that Catholic coloniality "disciplines both Native people and non-Native people through sexuality" (Finley 2011, 34) in the context of the modem nation-state. This dissertation addresses current gaps in decolonial theory, analyzing how the moral imperatives of Catholic evangelism inhabit the spaces of coloniality, and how transformed notions of sexuality permit the exclusion of bodies and beings marked by these moral imperatives as non-humans, and subsequently as non-citizens who can be excised from the nation.

This dissertation also makes a simultaneous intervention in black studies, indigenous studies and women, gender & sexuality studies, placing these bodies of scholarship front and center. Locating myself in the theoretical interstices, I focus on how the Catholic Church has functioned in the Hispanic Caribbean to form and maintain colonialism and racialization through the Catholic state.

Lastly, I seek to uncover some of the ways in which resistance to racialized oppression comes together with resistance to machismo and heteropatriarchal oppression. It is with attention to these intersections that I ask: in a place where such a broad range of possible gender and sexual ways/modes of being exist, why do some people choose to enact an LGBT political subjectivity? What is the relationship between the exercise of an LGBT political subjectivity and other modes of navigating colonial differences? How do LGBT political subjectivities challenge and/or reify territorially-bound concepts of citizenship?
