In 2005, a territorial department of health (DoH) agency conducted an organizational assessment of internal and external processes that found negative employee attitudes and behavior toward management to be related to poor service delivery and low motivation. Despite these findings, no empirical investigations have been conducted on these problems at the DoH. The purpose of this study was to determine whether organization identification (OI) with the DoH and organization citizenship behavior (OCB) among managers and staff can predict employee motivation. This quantitative research was based on theories of motivation in public service organizations. A sample of 152 employees of the DoH completed a web-based survey. Data were analyzed using hierarchal linear regression with a combination of ANOVA, simple linear regression, and multiple linear regression models. According to the findings, the DoH comprises a workforce with OCB and OI attributes that are inversely related to motivation. This research resulted in the identification of strategies to facilitate motivation in employees with high OCB and OI scores. This study leads to positive social change by providing human resource and organization leaders with information on OCB and OI, coupled with external motivating factors, which can result in fewer labor relations and arbitration cases in the workplace.
