The Deep Web is an area of the web that contains unstructured data where entrance may be gained through either through TOR or other anonymizers. Law enforcement is attempting to meet the challenge; however, due to lack of trained professionals, criminals are performing criminal acts worldwide without check. Criminals abound in the area of drugs, personal identification thefts, stolen credit cards, assassins, and other crimes. Laws concerning the area of cybersecurity are being changed but take time and perseverance, and must take into account extradition since a number of criminals are located in other countries, some without extradition treaties with the United States. Experts in the field of cybersecurity should have input into the laws and methods of searching for criminals, since legislatures and those creating the laws are unaware of technological and forensic techniques required to locate the cybercriminal. Current law enforcement are attempting to catch criminals with current laws and law enforcement procedures and are becoming frustrated and making errors that jeopardize the successful prosecution of the cybercriminal. Acts of cyberespionage by agents inside and outside of the United States are threatening safety and security of citizens and are being addressed; however, the pace of training professionals and putting them in place is not matching the increasing speed of cybercriminals, cyberespionage, and could end in cyber warfare.
