Directors of special education serving in the State of Illinois are in uncharted territory, and there is limited opportunity to draw upon the collective wisdom and experience of those who have served in previous years. Within the arena of educational reform there has been a unique turn of events since 2001, which has left Illinois in a state of transition with regards to educational reform and efforts to enhance educational accountability. Recent reform has created a unique context that has closely linked the director of special education with the overall improvement of instruction within the district. This reform has caused a unique shift in the roles and duties of the director of special education in order to ensure that the intended curriculum is implemented with fidelity within all aspects of the special education program. It has required greater merging and collaboration between special education personnel and their general education colleagues with regard to the development and implementation of curriculum. One approach that has shown success in this endeavor is the organization of instructional personnel into professional learning teams.

There is limited research on the role of the director of special education within efforts to create and sustain high performing professional learning teams. There is also limited research regarding the role that the director of special education plays in the assignment of special education personnel to professional learning teams. This research will explore the role of and the perceptions of the director of special of education in six Illinois school districts who had voluntarily applied for and been recognized as a National Model of a Professional Learning Community at Work by the Solution-Tree Company website AllthingsPLC.com.
