The floating population, a group of people distinguished from the household population by the Chinese Hukou-system, are the internal migrants without Hukou registered in their destination provinces. It is generally agreed that they have been playing an important role in the economic development in China during the past several decades. Our research is aimed at estimating the direct marginal impact brought about by the floating population on the income and cost of the public finance in their destination provinces. We estimate the taxes and fees they pay to the local government and the public goods and public services they received from the local government in order to calculate the net fiscal contribution of the floating population to the provinces. Our research shows that the floating population with their Hukou registered in urban areas has a positive fiscal contribution, while the floating population with their Hukou registered in rural areas has a negative fiscal contribution.
