This research was intended to enhance knowledge of training transfer and organizational support theory. This investigation was performed to address lack of knowledge of training outcomes for federal, state, and local government employees. This study was important because of the negative impact that lack of training transfer has on organizational well-being and return on training investments. A literature review provided insight and strategies for improving training transfer processes. This research was a quantitative, cross-sectional, comparison study that included a closed-ended survey questionnaire. The community research partner, a homeland security agency located in Charleston, West Virginia, provided access to a sample of employees from various public service organizations. The survey was administered to a sample of 2 independent groups consisting of supervisors who were organizational leaders and direct reports who were supervised employees. There were 107 participants (41 supervisors and 61 direct reports) involved in this study. An independent samples t test provided comparison of the perceptions of the 2 independent groups via SPSS statistical software. There was a significant difference in the perceptions of the 2 groups regarding leader support of training transfer; however, no significant difference was found in their perceptions of organizational support of the transfer climate. Recommendations derived from this research and its associated literature review provided these government organizations with strategies for improving training transfer processes, resulting in a more prepared workforce that has the opportunity to apply training as it leads and guides the members of society to public health and safety services that can make a difference in their lives.
