Nations improve their quality of life and economies by adopting technologies to modernize their economies and infrastructure; technology transfer is a key method for obtaining and adopting state of the art technologies. This paper examines spaced-based technology transfer to African nations to improve their modernization efforts, and integrate them into a more Western-oriented approach to becoming more responsible space-faring nations in a supportive rather than coercive manner. The exploration of this topic opens with an examination of scholarly literature that covers Regime Theory and technology transfer from both scholarly and open-source products. It transitions into a high-level exploration of African regional economic unions with respect to their histories and formation, and guidance that the US and the West uses to guide technology transfer in the space sector. This is followed by a discussion that examines how these unions and guidance instruments either conform or diverge from Regime Theory in greater detail. The discussion also examines the role of a hegemon in a regime, and possible impacts other nations may who do not participate in international technology transfer agreements may have on Western technology transfer conditions. The conclusion points out where technology transfer can both benefit and adversely impact African nations. It also shows how characteristics of Regime Theory, and the structure of African regional economic unions and US and Western guidance, positively impact technology transfer with these regional economic unions in a supportive manner.
