To improve our understanding of entrepreneurial firms, in this study I attempt to answer three fundamental questions: What do entrepreneurial firms do? Why do they do it? How do they do it? The "what" question captures the action aspect of entrepreneurship. To answer this question, I develop a construct of entrepreneurial action (EA), which reflects the extent to which a firm enters new markets or develops new products/services ahead of competitors. Assuming that owner managers have managerial discretion and employing a strategic choice perspective, I answer the "why" question by examining entrepreneurial firms' strategic intents, with emphasis on opportunity intent, future intent, and growth intent. To answer the "how" question, I extend recent research in the entrepreneurial orientation (EO) literature and argue that EO plays an important role in linking these strategic intents and EA.

I surveyed the chief executive officers (CEOs) and presidents of 846 small- and medium-sized new enterprises (SMNEs) obtained from Dun & Bradstreet's Canadian Manufacturers Directory (2008). Of the 202 returned questionnaires, 194 contain usable information. Analysis using structural equation modeling (SEM) supports the propositions that EO mediates the relationships between the three strategic intents and EA and individual EO dimensions have different effects on different EA dimensions. These results contribute to the entrepreneurship and strategy literatures by (1) presenting a comprehensive and parsimonious definition of firm-level entrepreneurship (i.e., EA); (2) developing a new model that links strategy and entrepreneurship; and (3) offering new interpretations for EO.
