After 30 years of spectacular growth, China has passed Japan in the second quarter of 2010 to become the world's second-largest economy behind the United States (Barboza, 2010). No one would deny that China has become one of the most important contributors this century to the world economy. Many studies have focused on the dramatic economic and social changes in China since the implementation of its reform and opening up to the outside world. However, very few studies exist on the theories of change management in the reform process.

This study was inspired by previous work of measuring success rates of Organization Development (OD) interventions and OD's relevant work in various developed and developing settings. One hundred published articles on OD's relevant work in the People's Republic of China (Mainland area) between 1978 and 2010 were reviewed in this study through a qualitative meta-analysis. Using a four-point scale on success degree, these articles were rated to determine OD's success rate in China. The results of this study support the earlier work of Golembiewski (1982, 1994) on OD success rates in developing settings. The author also examined the other OD application-related issues in the Chinese context through Confucian school of thought, Hofstede's Five Cultural Dimensions, and Cummings and Worley's table of OD intervention categories.

Moreover, building on many scholarly and practitioner reports on OD's relevant work in China over the last 30 years, the author adopted grounded theory in this study aiming at enabling a higher degree of generalization in labeling OD application variables and their influences on OD's indigenization in the Chinese context. This study reveals that successful OD work is due to the localization of Western-developed applications fitting into Chinese cultural, economic, and political contexts.

Finally, building on the previous work of OD's relevant work in China, the author developed a general model in examining OD application to the external environment in China and identified the interrelationships among these variables through the grounded study process, which has great significance to the OD "climate" in other countries as well.
