The oft spoken of 'Asian Miracle,' of which South Korea is an example, is the actualization of the developmental model that saw rapid growth of the Korean state. Mainstream theories cite the close relationship between government and chaebol as the factor that drove development. Often left out of the equation is labour, when in fact Korea's development and close relations between government and business came at the expense of labour. Industrial relations until 1987 were a non-issue as the government and chaebol worked together to repress labour. However, since democratization in 1987, industrial relations have exploded onto the scene in, marked with bouts of extreme confrontation and violence, but little cooperation. The power structure in Korean politics and economics has expanded since the time of development, to now include labour, resulting in the powerful triad of government, chaebol and labour. Relations among members of the triad are tense and for the most part uncooperative as their relationships are tainted with a history of mistrust, corruption, collusion and repression. How these groups relate to each other is affected by cultural factors that inform Korean interaction, such as Confucianism, colonialism and war experience. In more recent history, relations among the triad have been further complicated with the political and economic repercussions of democratization, liberalization and economic crisis. The consequence of a history with developmentalism, combined with Korean cultural factors and topped off with recent major political and economic changes is extremely precarious labour relations that threaten political and economic instability. The members of the triad have, thus far, not been able to find a way to establish cooperative industrial relations, and given the outstanding issues that exist between the members as well as new points of contention on the horizon, industrial relations in Korea are likely to get worsen before getting better.
