The scope and nature of government support for the arts varies considerably from country to country, but in almost all cases it is a subject that is under constant scrutiny and debate. Commonly, this debate circles around what should be a government's involvement in the arts - where advocates of government support emphasize its importance and critics stress that the arts can survive on their own in a market environment. This thesis will show, however, that both arguments are misguided, because private and public support systems for the arts operate very differently across the world and the terms can intersect in various ways. In attempting to answer how to make art thrive within a society, we will investigate where art thrives in the world and how success can be measured in the arts. We will see how problematic these questions are and how it is possible to construct support programs without having to answer either of them conclusively. Finally, this research will attempt to determine how support systems can remain robust by illustrating the importance of size in art support programs as well as the source of their funding.
