Information technology (IT) is a catalyst for social change and requires frequent re-evaluation and updates to keep pace with current advancements. The Internet has revolutionized the world in a variety of ways, more so in under developed countries than in developing ones. The conceptual framework of this study was based on a comparative analysis of IT infrastructure between developed and developing countries. IT infrastructure and communication in Nigeria is rapidly advancing, yet remains below capacity when compared to that of the United States and other developed countries. This study was based on the premise of the Internet as a technology to discover if IT infrastructure in Nigeria is at the same level as that in developed countries; if Nigeria is keeping pace with the growth of technology infrastructure in its economic, political, and social developments; and if an increase in IT infrastructure would improve Nigeria's competitiveness in the global market. A case study methodology was used with a purposive sample size of 4 professionals who are knowledgeable in IT and developing countries. Multiple data sources of documentation, observation, and interviews were used to answer the research question. From a constant comparative method of data analysis, themes emerged involving technology infrastructure. These findings suggested that developing countries have not been able to capitalize fully on the opportunities brought by an advancing technology. These findings have positive social change implications by informing the efforts of governmental institutions and private businesses in developing nations to capitalize on the opportunities of advancing technology.
