By employing a panel data set from the Longitudinal Business Database in the U.S Census and the facility level enforcement and compliance data from EPA, the first chapter of this dissertation examines the deterrence effects of EPA's air enforcement on plants' compliance for the pulp and paper industry over the period of 1979 to 2000. The study finds that EPA's air enforcement has been effective in deterring plants from violating the regulations across time. However, the magnitude of the effect increased significantly from 1980s to 1990s. A possible explanation could be that the environmental policy under Reagan's Administration was more inclined towards deregulation and relieved the regulatory pressures on businesses and industries. On the other hand, Clinton's Administration tended to favor more environmental protection. After looking at the effect of enforcement on plant's compliance, the second chapter of this study examines the impact of regulatory enforcement on plants' pollution abatement spending. It examines a key mechanism by which enforcement activity might affect compliance and emissions, by testing for a direct impact of EPA's enforcement on pollution abatement spending. The results indicate that EPA's enforcement actions for air pollution, especially inspections, effectively encourage pulp and paper plants to spend more on their air pollution abatement. In addition, this research tests whether EPA's air enforcement stimulates plants to spend more on reducing other types of pollution. Although smaller than its effect on air pollution abatement spending, the results indicate inspections for air pollution from EPA have significant spillover effects on plants' water and solid waste pollution abatement spending. The third chapter of this research looks at how the Great Lakes Water Quality Agreement Amendment on 1987 affect pulp and paper plants' production, employment, and pollution abatement spending. Due to this amendment, the regulation became more stringent in certain areas around the Great Lake, which were defined as areas of concerns (AOCs). Employing the difference in differences (DID) method, the third chapter compared the production, employment, and pollution abatement spending of the plants in the AOCs to those outside the AOCs. The results indicate that although facing higher stringency of regulation, smaller pulp and paper mills in the counties in close proximity to the AOCs tend to have less spending on PAOC and PACE of various pollution media, especially for water pollution, compared to their counterparts in the control group. No significant effects are found for plants' employment and production. These results are robust even after using a more precise matched control group by employing propensity score matching approach. The findings from this paper suggest that the government spending on water pollution treatment and possibly other pollution abatement might have a substitution effect on industry pollution abatement spending, especially for those industries that have a higher share of plants using an indirect discharge method through POTWs.
