This paper is a critical analysis of the United States foreign policy over the past fifty years in the Middle East which is the most complex region on Earth. This dissertation serves to examine the political, religious, and social fabric of the Muslim world of the Modern Middle East in the hope of understanding the fragile and acutely important relationships between the Muslim countries, the State of Israel, and the foreign policies of the United States Government regarding the peace process, regional security, terrorism, and oil stability. The role of the U.S. President and his Presidential Administration from President John F. Kennedy to President Barack H. Obama is addressed regarding the development of each Administration's specific Middle Eastern policy.

The stunning events of the 2011 Arab Spring were followed by the horrific scenes of mass murder and the mutilation of the innocent people of Horns, Syria by the Syrian military upon the orders of Bashir al-Assad. The vast global community looked on these horrific events in much the same silent manner as the world did seventy years ago when entire towns of European World Jewry suddenly disappeared from the face of the Earth as Jews were being herded into cattle cars to their slaughter at a destination unknown to them---the concentration camps. The existence today of various forms of social media has provided personal testimonials with both audio and pictorial evidence of the massacre in Horns for the world to view; this extensive proof which provides instant viewing for the entire world did not exist during the Holocaust until the photographs and filming of the liberation of the death camps upon the strong request of General Eisenhower.

It appears that the United States and many other democratic nations have intentionally chosen silence instead of offering an effective and swift reactionary foreign policy to the slaughter in Syria; they may fear a negative response from countries within the Arab League which controls most of the world's oil supply. It was the chilling silence of the global community that will serve to both confuse and emotionally haunt the few survivors of Horns, if there are any alive to speak for the dead.
