Using the regions, or 'subjects', of the Russian federation as the unit of analysis, this dissertation explores the implications of the emergence of small and medium-sized business (SME) owners in the civic sphere in the period 1991-2008. The study adopts a sequential mixed methods approach. A large-N quantitative analysis of the differential development of SMEs by region paired with a regional democracy index guides case selection and the design of a structured comparison of four case study regions. The study proposes a model, supported by the regression findings, in which an exogenous democratic 'impulse' or breakthrough created conditions for the emergence of small firms and where the social evolution attendant on this emergence had a reciprocal influence upon democratization, subject to structural and ideational antecedent conditions.
