This study was designed to determine the estimated costs associated with maintaining the print collection of at the ABC Learning Center. The secondary goal of the study was to examine the policy, legal and technical aspects that pertain to digital libraries. It is important to consider the relationship between print and digital formats. Both formats currently exist in most libraries in the world. This study used a hybrid formula that utilizes the fundamental principles of Courant and Nielsen's (2010) study on the cost of keeping a book.

520 $a The critical areas of analysis combine seven major cost elements: construction, maintenance, cleaning, electricity, staffing, circulation cost and circulation probability. This formula states that the net present value (NPV) of storing a book is the sum over an infinite number of years of the cost elements that have been identified, divided by the discount rate raised to the power of the time (the year).
520 $a Part two of the research employs the TARP (Thing, Action, Relief, and Persons) method of legal research to assess the digitization of university libraries from the perspective of authors, publishers, and university libraries. The data concerning the legal framework for the digitization of print materials were analyzed by explaining the items within the larger context of the federal law. Both primary and secondary sources were used, in addition to current case law. A deeper understanding was obtained by analyzing the cost data gathered from the ABC Learning Center. The data revealed that construction and staffing were by far the most significant costs in a print library.
520 $a The reduction in total cost was more dramatic when costs were calculated at higher discount rates. The cost per volume at year 0 was $57.64; at year 50 of the life cycle, the total cost per volume was $39.86, at a 3% discount rate. The total cost per volume at year 50 was $39.24 when discounted 5%. Finally, the total cost per volume after 50 years when calculated at a 7% discount rate was $39.05. The results established a financial barometer to measure the economic feasibility of digital conversion. The Cambridge v Becker (2012) case is currently being appealed by the publishers. The result of this litigation will have a profound effect on the dissemination of intellectual property for the purpose of academic research.

The primary responsibilities of the Digital Content Administrator would be to establish and enforce institutional copyright guidelines based on the current laws. University officials should engage lawmakers at the state and federal level to ensure that fair use and copyright laws keep pace with the organic nature of digital content. Universities should continue to monitor the pending litigation in the matters of the Authors Guild et al. v Google (2005) and Authors Guild v The HathiTrust (2011)..
520 $a Additionally, qualitative study on institutional readiness for digital content and a knowledge assessment of copyright law would be beneficial at the university level. This type of research would be useful because it would identify areas that need improvement and also assess who is ready for a digital library.
