Project portfolio management (PPM) has become a critical practice in information technology organizations and an important sub-field within academic, information systems research. Nevertheless, only a small minority of the organizations that have attempted to adopt PPM appears to be realizing its full potential (Jeffrey & Leliveld, 2004). The postulate of this study, supported by a preceding literature review of prior research (Erhard, 2009), is that a lack of effective knowledge management (KM) processes significantly contributes to the disparity between expected and actual value realization of PPM.

In this paper, I proposed an abstract design of a knowledge management system (KMS), based on an independent study and input from field practitioners (N=40), using the situated learning theory (Lave & Wenger, 1991) as a developing framework. This design covers the following elements: solution capabilities, potential technologies to be utilized in support of the desired capabilities, abstract solution entities and their relationships, construction design considerations, and general system attributes.

The study's results suggest that PPM is a strong candidate for incorporation of KM processes and KMS, similar to other organizational disciplines, which may advance organizational competencies in this relatively young discipline. Researchers and practitioners seeking to advance the concept of KMS for PPM may use the proposed KMS design as a starting point for more concrete designs, ultimately resulting in working systems that foster greater organizational learning and other positive results for PPM-adopted organizations.
