This study explores the perceived effectiveness of an Inner Circle created ELT professional development program implemented in China. The study begins with a review of historical literature of ELT in China (highlighting changes and challenges in educational reforms), moves into a discussion of the program and curriculum, and ends with a merged mixed methods study of data collected during the 2012 Program (which reveal participants' perceptions of the program). Primary data includes results from diagnostic assessments, surveys, interviews, field notes and observational accounts. Findings suggest that the program did impact participants in line with program objectives. The study also reveal that changes are occurring in ELT practice in China, which combines traditional and innovative methods, which may be the most appropriate method within the Chinese culture of learning.
