Emerging technologies challenge the management of information technology in organizations. Paradigm changing technologies, such as cloud computing, have the ability to reverse the norms in organizational management, decision making, and information technology governance. This study explores the effects of cloud computing on information technology governance in higher education institutions. The research entails a single higher education institution case study; interviews of IT leaders from higher education, municipal government, and corporate organizations; and a nationwide survey of higher education IT leaders. The findings suggest increasingly complex technologies require organizations to have formal IT governance to meet the demands of emerging technologies. This study has broader implications relative to the effects any new emerging technologies may have on IT governance and decision making in organizations.
