Ever since the Great Depression in the 20th century, banking crisis has posed a recurring challenge to social policy and wellbeing. The recent Wall Street meltdown has once again renewed interest in the topic. However, the so-called "black swans" of economic exigencies have received relatively less attention in the social policy literature. This study attempts to address the aforementioned research gap in the social policy literature. It examines the impact of systemic banking crises on governments' respect for human rights in 14 Latin American and Caribbean countries between 1990 and 2006.

The human rights consequences of financial shock have been a relatively understudied topic. Even though the significance of human rights for wellbeing, development, and social work has been widely acknowledged, human rights have been a controversial topic in the public policy and social policy literature. Much of the criticism of human rights in the public policy literature has been polemical and overlooks the transformation citizenship. This research attempts to make an empirical contribution by analyzing the effect of the crisis on two classes of human rights: the socioeconomic rights and the basic civil and political rights.

The study applies a political economy framework to evaluate the impact of the financial crisis. It illustrates how political institutions, specifically political-selection institutions that allow leaders to retain power, mediate the effect of banking crisis on the socioeconomic rights. It also analyzes the impact of financial crisis on governments' respect for the basic human rights. The finding suggests that systemic banking crisis has a negative and a long-lasting effect on the government's commitment to the socioeconomic rights or social policy spending. The short-run and the long-run impacts differ and political institutions significantly influence the leader's choice of policy. The curtailment in the socioeconomic rights could have adverse implications for domestic conflict. The impact on the basic human rights or physical integrity rights is statistically weak.
