The problem. Two national Chinese leaders, Mao Tse-Tung and Deng Xiao-Ping, attempted to modernize China under socialism after the Revolution. Mao, as a revolutionary leader, adopted radical revolutionary means with the idea of "politics in command." Deng, however, as a reformist leader, put "economics in command." Method. This study defines Mao's revolutionary leadership and Deng's reformist leadership with an analysis which employed theories of political leadership. Research tools such as personality theory, psycho-analysis, and psycho-biography were adopted, for the purpose of comparing Mao's leadership style as a revolutionary leader with Deng's leadership style as a reformist leader. Their different styles were reflected in different political ideas and strategies, which were compared in detail. Finally, a wide variety of economic, social, and political statistics were examined to determine the degree of development achieved under the different modernization strategies of these two leaders.

Results. This study concludes that Mao's revolutionary leadership style was effective in the pre-liberation period only. He showed a lack of flexibility in his post-liberation modernization strategies, and they did not promote modernization effectively. Deng's reformist leadership style was determined to be very effective in bringing about modernization under socialism. His ability to adapt his policies while moving from pre-liberation to post-liberation periods was very successful.

It was found that no single political strategy could bring about effective outcomes in an ever-changing situation; Deng's flexibility was his greatest strength as a national political leader. Under the conditions of massive social experimentation which existed in the People's Republic of China, Deng's reformist leadership style was more effective than Mao's revolutionary leadership style.
