Thesis (Ph.D.)--The University of Iowa, 1983.
The purpose of this study is to reconstruct Ernest Horn's mediating role in the work of the Commission on the Social Studies in the Schools, a Depression-era (1929-1933) investigating body of the American Historical Association. Horn, an educational moderate, whose career as a professor extended from 1915-1965, all at the University of Iowa, sought to mediate between the behavioral objectivists and the social reconstructionists on the Commission. The wide disparity in perspective resulted in deep divisions on the Commission, which included such eminent scholars as Charles Beard and Charles Merriam. Horn worked to temper radical thought on the left and an uncritical faith in science on the right in an attempt to achieve ideological consensus on the commission.Subjects--Topical Terms:

Horn wanted to alter the radicalism of the controversial summary volume of the Commission, particularly with respect to the chapter on frame of reference and the chapter on testing. He opposed the report's negative attitude toward the newly emerging objective tests. Horn's position was one of criticism of past excesses in the testing movement, but support for the movement's potential for accurate measurement for aptitude and skills. He also opposed the report's emphasis on social changes to the exclusion of persistent values in the American social heritage. His efforts at moderation were not successful, and he subsequently refused to sign the report.

Horn's chief contribution to the work of the Commission was his volume, Methods of Instruction in the Social Studies. The book was a wide-ranging investigation of practices in the teaching of social studies. It was well received and became a standard text in colleges of education.

This study is based upon the letters, minutes, reports, and books which pertain to or are a product of the Commission's work. The Krey Papers at the University of Minnesota hold the official A.H.A. collection of the Commission's work. Other relevant archival holdings include the Horn papers at the University of Iowa and the Smith-Haefner Collection of Horn Documents in the College of Education at the University of Iowa.
