The focus of this study was to examine the extent to which educational and employment success can be predicted or influenced by key individual characteristic variables of gender, ethnicity, history of abuse, legal problems, history of substance abuse, and service characteristics of length of services, number of times the foster youth was seen by an independent living program (ILP) professional, and the number of hours an ILP professional spent with the foster youth. The original sample was 86 youth, however, because 20 of the cases contained incomplete records, the sample group yielded a sample size of 66. The sample group consisted of foster youth ages 16 to 21 who had been discharged from Arizona's Children Association ILP program in the Flagstaff and Prescott areas. The results of this study should be interpreted with caution due to a relatively small sample size and lack of statistical power. Collectively, the individual characteristics significantly predicted (p = .021) educational success as measured by obtaining high school diploma or GED. Additionally, involvement in the legal system significantly predicted educational status (p = .044). Collectively all three service characteristics including duration of services, number of time the foster youth was seen and the number of hours seen by an ILP professional significantly predicted educational success (p = .025).

Correlational analysis of the different variables in the study provided interesting findings. Legal involvement was correlated with educational status, duration of services, the number of times seen and the number of contact hours indicating that the foster youth who were involved in the legal system were less likely to have a high school degree, or a GED. Furthermore, they were more likely to be enrolled in the program for a shorter duration of time, and were seen fewer times with fewer contact hours than those without a legal history. Educational status was correlated with substance abuse, indicating that the youth who were abusing substances, were less likely to be educationally successful. Moreover, those youth who were more educationally successful were more likely to have been seen by an ILP professional more often for more contact hours and for a longer duration of time. Employment correlated with educational status, indicating that the foster youth who had received a high school diploma/GED, were more likely to be employed. Lastly, White youth were more likely to be seen more times, and more often, than non-White youth.

These findings provide information on the impact risk factors may have on the success of independent living programs. Further research on these factors will help the future implementation of such programs for foster youth as they transition into adulthood.
