This study addresses the concern of the Filipino American community of South Florida for establishing a centralized venue for the preservation and promotion of their arts and culture. They have a stock of social networks, but issues such as colonial mentality, social class, regional and immigration status differences, and crab mentality derail the building of strong social capital within the community. One of the most fitting avenues to facilitating cooperation, engagement and community building is the arts. By undergoing a qualitative study and examining the networks, resources, arts practices and cultural assets of the Filipino American community of South Florida, a modified action plan was developed. Robert Putnam's theory of Social Capital provided the framework for this thesis; the plan is based on theoretical frameworks addressing Community Cultural Development. Using arts and culture as a tool, the plan aims to create a guide for the Philippine American Cultural Foundation of Florida (PACFF) and the local community in order to strengthen its social capital.
