The Associate Degree Nursing Program at Delaware Technical and Community College (Delaware Tech), Owens Campus, is accredited by the National League for Nursing Accrediting Commission. The nursing department currently uses the 1970s Six Dimension Scale of Nursing Performance (Scale), developed by Dr. Patricia Schwirian, to assess multiple educational outcomes related to graduate and employer satisfaction. The program had to address the problem of meeting accreditation standards with a potentially outdated assessment. The purpose of this study was to revise or, if necessary, replace the Scale. The goal was to have a current, reliable, and valid assessment.

The study began with a qualitative analysis of Delaware Tech's Scale data and correlation of Delaware Tech and national standards to the Scale. The findings were used to update the Scale. The revised scale was evaluated by nurse educators, nursing employers, and entry-level nurses resulting in a new instrument that was tested for reliability and validity and then piloted.

The completion of the research resulted in a new educational outcome assessment for the Owens Campus nursing program to measure graduate and employer satisfaction, the Nursing Evaluation Competency Assessment. It provides a format for the annual measurement of outcomes in five areas: planning and evaluation (critical thinking), patient care (therapeutic nursing interventions), communication skills (caring), member of the discipline, and manager of care.

Program satisfaction is not a new element to outcome assessment and in the latest standards it continues to remain as a major part of the criteria. Recommendations from this study also included sharing the assessment with the nursing education and practice community. Other schools of nursing or health care facilities could use the assessment to evaluate outcomes. In addition, the study model could be used to create other assessments.
