This study develops a theoretical model for analyzing targeting criteria and policy instruments to achieve an environmental goal (sediment reduction) at least cost. The model is adapted to broadly represent a stream buffer program and applied empirically to a stylized version of Illinois Conservation Reserve Enhancement Program (CREP) for the Court Creek Watershed and then for 12 other watersheds. An integration framework that combines an economic model, a hydrologic model and a geographic information system (GIS) is developed to implement empirical models. The application identifies cost-effective land retirement patterns and derives policy instruments. The policy instruments are also compared with alternative targeting schemes. Policy recommendations are then provided.

In the Court Creek watershed, a land retirement policy based on marginal cost of sediment abatement (

ton) is compared with a policy using per acre rental payment instrument (

acre) and with a policy using on-site erosion criteria. I find that a land retirement policy based on the

ton instrument is more cost-effective than the other policies investigated.

acre instrument. The least preferred policy option, the uniform. sediment standard with a

acre payment instrument, is 2.5 times as costly as the most preferred policy option, the nonuniform sediment standard with a

The theoretical model developed in this study is an advancement in jointly analyzing cost effective land retirement patterns and the policy instruments. Furthermore, the integration framework developed for the empirical applications is a methodological innovation that provides a tool for policymakers to improve cost effectiveness in land retirement programs.
