This study employed a Tobit estimation controlling for individual and institutional characteristics based on two years of nationally representative data, NPSAS: 96 and NPSAS: 2000. In particular, the study examined the change in the marginal effect of financial need and academic merit on institutional aid awards from 1995--96 to 1999--2000. In addition, for the analysis of the effect of institutional aid on college completion after six years, the study used a logistic regression with two-stage procedure based on BPS: 1996/2001.

Findings from this study show that financial need and academic merit are significant predictors in determining institutional aid for students in public and private institutions. However, the trend analysis of IF-aid award indicates that the marginal effects of financial need and academic merit decreased from NPSAS: 96 to NPSAS: 2000. In addition to financial need and academic merit, race, age, residence type, and in-state tuition are significant factors in determining institutional aid in both sectors.

Finally, this study identifies a positive effect of institutional aid on the probability of college completion with actual amounts of institutional aid. In particular, this positive effect is observed only for students in public institutions and students from low-income families from the separate analyses. However, since some unobservable factors that are related to IF-aid award may be also relevant to the probability of degree completion, the econometric problem of endogeneity needs to be addressed. When controlling for the endogeneity by replacing actual institutional aid with expected amounts of institutional aid, there is no effect of institutional aid on college completion.
