This study examined the impact of the A+ Schools Program on high school graduation rates for the 2001--2002 school year and on post-secondary enrollment rates for 2002 high school graduates. The review of the literature provided an overview of the research into the economic impact of education on individuals and on society, the research into high school dropouts and effective high school dropout prevention practices, and a historical perspective of the Missouri school reform initiative significant to this study. Data for this study were obtained from the Missouri Department of Elementary and Secondary Education (DESE). The population was limited to public high schools in Missouri, utilizing data from the 2001--2002 school year. The first two null hypotheses were tested using an analysis of variance (ANOVA) procedure. The last two null hypotheses were tested using an analysis of covariance (ANCOVA) procedure.

Analysis of the first hypothesis indicated no significant difference between graduation rates at A+ Schools and the graduation rates at Missouri public high schools that have not been designated as A+ Schools. The analysis of the second hypothesis found a significant difference between the percentage of 2002 graduates of A+ Schools enrolling in postsecondary educational programs and the percentage of 2002 graduates of non-A+ schools enrolling in postsecondary educational programs. The analysis of the third hypothesis indicated there was no significant difference between the graduation rates at A+ Schools and the graduation rates at non-A+ Schools after controlling for the effects of school size in number of pupils, percent of students eligible for free and reduced lunch, and percentage of minority enrollment. The fourth hypothesis found no significant difference between the percentage of 2002 graduates of A+ schools enrolling in postsecondary educational programs and the percentage of 2002 graduates of non-A+ schools enrolling in postsecondary educational programs after controlling for the effects of school size in number of pupils, percent of students eligible for free and reduced lunch, and percentage of minority enrollment.
