The Turkestano-Siberian Railroad (Turksib), built from 1926 to 1931, embodied the aspirations and conflicts of the Soviet Union's First Five-Year Plan. This industrialization drive saw a radical transformation of all aspects of Soviet life from agriculture (collectivization), industry (the rise of the command economy), and politics (class war and Stalin's personal dictatorship). The Turksib became a cock-pit in which the struggles of the Cultural Revolution were fought out. In the realm of industrial management, the older pre-Revolutionary experts, the so-called bourgeois specialists, were superceded by a new generation of specifically Soviet managers. Though a good deal of violence accompanied this transformation (such as the all-Union purge), in fact the experience of the Turksib would show that the new men, be they young engineers or workers promoted from the bench were much better equipped to deal with the chaos and politics of the new economic system.

A new Soviet worker also came to the forefront during the construction of the Turksib. Although the regime touted its "shock workers," those workers who overfulfilled their plan norms, perhaps Moscow's greatest success was enforcing minority recruitment to create a Kazakh proletariat even in the face of race riots on the part of Russian workers. The Turksib's workers, in generally, were not a very tractable group and construction was marked by strike waves and a decline of labor discipline. By the end of construction, the Turksib's new managers and the regime collaborated to greatly restrict the mobility and rights of the Turksib's workers in an attempt to discipline them. From these efforts a heretofore very diverse group of working classes more and more coalesced into a unified working class.

Finally, the construction of the Turksib saw the central state take a prominent role in ordering industrial production, mainly though the agency of the party. During the first several years of construction, Moscow had little or no presence on the shop-floor. By the end of construction, however, the party had successfully injected itself into industrial management and profoundly politicized it. More can be said of the Turksib (and I have said it), but these three themes are the main concerns of this dissertation.
