By the start of the twentieth century, social and political conditions in Great Britain had led to the creation of numerous volunteer youth organizations. The majority of these groups exhibited regional, religious or sectarian influences that limited their capacity to increase their memberships to any significant degree. In 1908 Robert Baden-Powell founded the Boy Scouts, a new youth organization that had none of these explicitly denominational or sectarian elements. The Boy Scouts benefited from the leadership of a highly popular, charismatic founder, who created an innovative program of youth activities designed to captivate the adolescent male audience in Great Britain. An aggressive marketing campaign directed both at its potential membership as well as their parents, many of whom distrusted the overt militarism of many pre-Scouting youth organizations enhanced the program. These innovations and promotional efforts did not, however, guarantee the success of the Boy Scouts. Baden-Powell's leadership style provoked open rebellion and accusations of a pernicious militarism by several leading members of the adult Scout leadership. As leader of the Boy Scouts, Baden-Powell demonstrated a capacity to deflect these accusations, and a willingness to dismiss these rebellious members of the leadership unilaterally. The success of Boy Scouting arose as much from Baden-Powell's ability to deal with these issues as it did from the intrinsic popularity of either the Boy Scouting concept or the popularity of Baden-Powell himself. Baden-Powell's leadership allowed the Boy Scouts to become the most successful volunteer youth organization in Great Britain, and ultimately, the world.

The sources for this work are drawn primarily from the Robert Baden-Powell Papers at the National Museum, Boy Scouts of America. These papers have recently been withdrawn from public access, pending the Museum's move from Murray State University to an as yet to be determined location. Other important primary sources are the Scout Association Archives, Queen's Gate, London, and the papers of Ernest Thompson Seton, in the Dee Seton Barber Collection, in Santa Fe, New Mexico, and Los Angeles, California. Important secondary sources are found in professional journals and historical monographs.
