The central concern of this thesis is how social problems are defined, framed, and ultimately acted upon. The social problem, in this case, is street children as defined by the institutional response of the United Nations Fund for Children (Unicef), The theoretical foundation of the study is informed by the work of Donald Schon and Martin Rein on the framing of public policy controversies. Adapting their theory to an institutional context, I explore the interplay among individual and institutional, social and historical influences in defining a problem. I distinguish between the roles of these forces and their influence in three settings: Unicef Brazil, Unicef Headquarters in New York City, and Unicef Egypt from the early 1980s through the early 1990s. Examining the conceptualization of a social problem in one organizational context presents the opportunity to understand the relationship between the process of problem definition and framing and the resulting policy and practice.

Four themes emerge from the study: (1) authority exercised by individuals and institutions influenced by social-historical factors frames the problem and guides action; (2) the authority to legitimize a particular problem and to influence its conceptualization and remedies resides in the institution; (3) individuals within the institution use entrepreneurial initiative to appropriate that authority and produce new formulations of the problem in local settings; and (4) both institutions and individuals operate within, and derive their authority from the expression of broader cultural belief systems, which are often unexamined. The study examines how and why the institution both constrains the individuals within it, and affords them the setting and occasion to take initiative and to operate independently.

Unicef's struggle to frame the problem of street children highlights the importance of framing theory and an analytic focus on problem-setting. Framing theory draws our attention to unexamined conceptualizations and tacit frames that both inform and complicate the formulation of policy and action. This perspective challenges the use of a singular focus on traditional problem-solving approaches to policy development and analysis when dealing with complex, controversial social issues.
