This dissertation examines the relationship between politics, institutions and markets through a comparative study of the wine sector in France and America. The issue of quality, important to producers and consumers alike, poses difficulties for the market mechanism and thus makes it an important lens for the study the political structure of market regulation. The dissertation develops a comparative theory of the <italic>politics of quality</italic> that holds that institutions are crucial to structuring quality. Because the institutional structure has high stakes, state actors as well as non-state actors such as firms, producers' associations, and social movements all jockey to shape the contingent institutional outcomes that can follow or diverge from national paths. The empirical study consists of a comparative examination of the wine sector, where quality is not only important but also powerfully institutionalized. The evidence demonstrates that the institutions of quality vary across the two case countries, France and the United States, often in counter-intuitive ways. Using the approach of historical institutionalism, I show that the institutional origins of market regulation in the early 20<super> th</super> century emerged as the key period in both countries. In France, often considered the paradigmatic strong state, the institutional architecture of quality production was forged through the presence of strong associations and a relatively weak role for the state, indicating a greater degree of coordination than conventional interpretations of French political economy suggest. Comparatively, the United States, often considered the model of a liberal market economy, demonstrates weak levels of associationalism with sectoral governance that relies on a high role for monopolistic firms and the state. These findings suggest the necessity for further research on the national varieties of capitalism and the political economy of consumer goods.
