The public school curriculum standards in Taiwan had not been greatly revised for the past 50 years. In 1993, the New Curriculum Standards have changed music standards drastically for grade one to six. For the first time, music was included in curricula for grade one and two and which was regarded as fundamental parts of music classes for all primary grades. In addition, government published music textbooks are no longer mandatory in public schools. Independent publishers can design their own curricula and publish their own textbooks after the examination and permission of the Ministry of Education in Taiwan.Subjects--Topical Terms:

This dissertation is to create a music program for grade one based on the New Music Curriculum Standards and to publish the program on a website for in-service teachers to use. The considerations for creating this music program includes: (a) the Taiwanese history; (b) the historical impacts on music education and the development of music education in Taiwan; (c) the characteristics of traditional Chinese music and Taiwanese folksongs; (d) the Western theory and practice in music teaching; and (e) the possible application of the Western music teaching methods in teaching Taiwanese folk materials. By applying Dalcroze, Kodály, and Orff teaching methods, the author has created a teaching strategy and has designed a format of lesson plan for music classes. The preparation of rhythmic and melodic learning should be preceded in any lesson plan. The teaching materials include Taiwanese children's rhymes and folksongs, English folksongs, and many foreign country folksongs and music. Though the Western music system is the goal of learning music in the New Music Curriculum Standards , the Taiwanese rhymes and folksongs are in great use to feel and learn the rhythmic and melodic patterns because they are in children's native tongue.

The author chooses the website to publish her music program in order to reach more music educators and to expect feedbacks from the viewers. In this website, the author will present the purpose of the website, the New Music Curriculum Standards, the Western teaching methods, the music programs, teaching materials (music notation and sound files), links, and sources. This information will be burned onto a CD-ROM and attached in the back of the dissertation.
