This dissertation examines China's policy toward Hong Kong after 1997, as elaborated in the Sino-British Joint Declaration of 1984 and the Basic Law, as well as Chinese policy in the transition period. China's "one country, two systems" policy not only expressed the difference between China's socialism and Hong Kong's capitalism but also involved many more issues such as sovereignty, nationalism, modernization, and national reunification. These factors determined not only that China would take Hong Kong back but also the way in which the restoration would be accomplished.Subjects--Topical Terms:

The formation of the political system of the Hong Kong Special Administrative Region (SAR) in the Basic Law was affected by several factors. These included Hong Kong's current system, the local dispute between pro-democracy liberals and the conservative business community, and the British position. However, China's preference for maintaining the current system and for gradual democratization was the major factor that determined the final shape of the SAR's system. Furthermore, a comparison of the autonomous SAR described in the Basic Law with other autonomous regions existing in the world indicates that the SAR will have a high degree of autonomy: the SAR will maintain Hong Kong's current autonomy under British rule. The dispute over the relationship between sovereign China and an autonomous SAR has resulted from the local distrust of the government in Beijing.

Deng Xiaoping's market-oriented economic reform and an "open door" policy have narrowed the differences between China and Hong Kong in economic systems and ways of life. Also, economic interdependence between China and Hong Kong has created the conditions under which Hong Kong's capitalism will be continued after 1997. During the transition period, China appealed for Sino-British cooperation for stability and has tried to influence Hong Kong's political reform by the Basic Law. Probably, China will establish the SAR's systems according to the Basic Law, not the blueprint designed by the British officials.

In conclusion, Hong Kong's capitalism will be maintained if China continues its modernization drive and reunification policy. The changes in China in the last fifteen years indicate mainland China's socialism and the Hong Kong SAR's capitalism will coexist after 1997.
