The Commonwealth of Learning supported Technical and Vocational Education Teacher Training (TVETT) project is a distance education program developed and implemented in the Windward Islands between October 1996 and June 1997. It employed distance education print and audio media to deliver instruction to individuals who participated in the pilot. Because the Windward Islands have a high rate of untrained technical and vocational teachers and lack adequate training facilities, TVETT was designed to upgrade the pedagogical needs of teachers.

Through this study, which was conducted in the Dominica, Grenada, St. Lucia, and St. Vincent, key contextual attributes of the countries are described and events that led to plans for the implementation of the project are documented. In addition, the results of a survey of the education sectors are presented to understand their preparedness for programs such as TVETT. Finally, where implementation was substantial, initial impact of the program is assessed.

This case study of TVETT program implementation and program effects sought to understand the potential of distance education teacher training in the Windward Islands. Data were collected through interviews, (the principal data gathering means), site visits, phone and electronic mail correspondence, and published and unpublished government documents.

The study found that only St. Lucia was involved in all phases of the project including administering the pilot. Dominica, Grenada and St. Vincent participated in the planning and the development of the technical and vocational teacher training core curriculum. Unlike the other islands, St. Lucia had a multifunctional community college, a forward-looking Ministry of Education that worked closely with the College, resources such as instructional personnel, technological capabilities, and supplies required to keep the TVETT pilot running.

The study found that in each of the islands, training for technical and vocational education received: (1) inadequate support in the ministry and in the population; (2) teachers and educational officials expressed preference for teacher training conducted overseas in a traditional educational setting; (3) parents chose academic education for their children and (4) the government offered few opportunities for technical and vocational teachers to get training. TVETT was not adopted for full implementation although the islands signed on to continue the project when the pilot ended.

<italic>Recommendation</italic>. The study concluded that the WI should engage: (1) in broad-based education planning. Although TVETT has been identified as being of crucial importance across the islands, other aspects such as resource cost and institutional feasibility may reduce its chances of sustainability in the future. (2) The effectiveness of key ministry personnel should be improved. (3) The role of donors and the manner they interface with ministries should be transparent. (4) External agencies, regional educational institutions, and local stakeholders should form a triple alliance to actively support education reform in the Windward Islands. (5) Foreign states and external agencies should consider allowing the Windward Islands to procure education services in a market of choice. (6) Local stakeholders should adopt creative alternatives to finance and support education innovations.
