The Mall is an integral part of the urban fabric of Washington, D.C. It is an example of the development of a governmental axis in a capital city, and a public space symbolizing America's Constitutional Democracy. Plans by L'Enfant, Downing, the McMillan Commission, the National Park Service's acquisition, the Mall Master Plan, and the Legacy Plan are milestones in the Mall's evolution over two centuries. Their impact on the Mall, as it transitioned from a generic space to a symbolic monumental space, is reflected through its public usage.Subjects--Topical Terms:

This thesis is an analytical tool built on historical evidence, tracing the impact of change on the usage of the Mall. The study makes use of primary and secondary sources pertaining to the Mall's development. Results are presented in chapters on historical setting, precedents of the D.C. plan, evolution and character of the Mall, conservation, and summary of impact analysis.
