The purpose of this descriptive qualitative case study was to examine the effective leadership behaviors of two high school principals in Southeast Idaho and to determine the leadership behaviors that were the foundation of the success of the professional-technical programs. High school principals, more than anyone else, have the capacity to create conditions for students, teachers, and parents that allow a smooth transition of students from high school to post-secondary education or from high school to the workplace (Barth, 1990). Literature supported the importance of effective leadership, but little was found in the literature to connect the principal's leadership behaviors to the success of professional-technical programs.

High school principals were studied from the emic perspective of internal stakeholders: (a) principals, (b) professional-technical teachers, and (c) counselors. Three research questions were answered with data collected using a survey instrument, <italic>Leadership Practices Inventory </italic> (Kouzes & Posner, 1993), and an interview instrument, <italic> Leader Effectiveness Index</italic> (Moss et al., 1994). This qualitative research was verified using multiple methods: (a) member checking, (b) triangulation, and (c) clarifying researcher bias. Data was triangulated by: (a) survey, (b) interviews, and (c) multiple data sources, the internal stakeholders. Researcher bias was clarified by providing the <italic>Researcher's Background </italic> (Creswell, 1998; Stake, 1995).

Three leadership practices: (a) <italic>Enabling Others to Act</italic>, (b) <italic>Encouraging the Heart</italic>, and (c) <italic>Modeling the Way</italic> (Kouzes & Posner, 1993) were found to be the foundation of success. Results indicated <italic>Inspiring a Shared Vision</italic> may also be a foundation of success. Data indicated that <italic>Enabling Others to Act</italic> (Kouzes & Posner, 1993), or effective use of power and empowerment (Moss et al., 1994), did influence the success of professional-technical programs. This conclusion supported the finding of Peyer (1995) that shared leadership was an explicit behavior practiced by principals, in Wisconsin, who had high rates of high school graduates who attended a technical college after graduation. This study has implications for the preparation and inservice of school administrators who desire successful professional-technical programs.
