This dissertation examines community participation in a 1960s civil rights era school reform endeavor in Seattle, Washington. The Seattle Urban Academy (SUA) was a collaborative effort between community activists, professional planners, and a national research organization to create a community-controlled educational institution for predominately African American students living in the Central District. In order to examine the efficacy of participation strategies, the SUA study focuses on the role of systems theory as an organizing philosophy; the character and quality of community participation; and issues of trust among participants within the reform endeavor. Local and national contextual issues, such as urban inequality and activism, curricular reform, philanthropic and foundation investment, federal funding, and compensatory education are also addressed.

While taking into consideration planning outcomes, the study centers on the process in which participants engaged to develop the SUA. It suggests that the theoretical underpinnings of current notions of community involvement can be more thoroughly understood by analyzing the late 1960s as a foundational period in school reform history. Thus, it is hoped that the SUA effort can help facilitate awareness of the problems, pitfalls, and opportunities posed by contemporary school-community partnerships.
