This study was designed to examine whether there is an association between the Adult Basic Education and Literacy Levels and planning decisions and program funding in Texas. In addition, the researcher investigated the relationship between State Board of Education Task Force members, State Advisory Board members and Program Directors for Adult Basic Education and Family Literacy Programs and the Texas State Plan for Adult Education and Family Literacy, 1999--2004. Specifically, connections were examined that: described strategies that increase the adult literacy rate in Texas during its 1999--2004 Plan; described ways to increase the literacy level and maintain a level above the national literacy levels; described new ways to help university educators and educational administrator programs comprehend the concerns and problems of developing Adult Basic Education and Family Literacy Programs; and described program factors that affect the literacy rate.

Participants in this study included State Board of Education Task Force members, State Advisory Board members and Program Directors for Adult Basic Education and Family Literacy Programs. Data for the study were obtained from surveys given to these members. Data were also gathered for Texas Education Agency's Division of Adult and Community Education records, the National Reporting System for Adult Basic Education and Family Literacy Programs database, United States Department of Education Office of Vocational and Adult Education, and the United States Census Bureau. Analyses were used to examine whether the qualitative survey data address the relationship of planning, procedures, processes and decisions for Adult Basic Education and Family Literacy Programs in Texas.

The study did find a relationship between the state funding levels and the Adult Basic Education and Literacy levels. A positive association was found between implementation of a Standard Assessment in Adult Basic Education, Management Information Systems and increase of Adult Basic Education and Literacy levels in Texas.
