Successful policy reform of evolving policies, such as environmental policies, is critically dependent on the extent to which the policy choice process is understood. This study attempts to understand the policy choice process and the determinants of policy choice. It examines the choices made by EPA on continuation and cancellation of pesticide uses during the period 1976--1998. A discrete choice framework is used to examine how cancel and continue decisions were made. A decision tree model is then developed to demonstrate implicit decision rules used by the agency. The study then focuses on how risk level choices were motivated using variables drawn from the literature to represent interest group influences.

The results indicate that risks and benefits are significant determinants of the policy choice. Participation by environmentalists appears to significantly influence the decision-making strategy. It demonstrates that when environmentalists enter the rule making process, the principal influencing factors are benefits and proxies thereof. However, if environmentalists do not enter the decision-making process, risks and benefits as well as political ideology become significant deciding factors. Presidents in power play a crucial role---benefit considerations are assigned different weights, depending on the president. It also determines that lack of substitutes, low acreage crops, i.e. minor crops, and high value crops support the continuation of riskier pesticides. Worker safety measures such as protective clothing and reclassification of pesticides tend to lead to higher acceptable risk levels.

The major policy implications are that given the importance of the participation variables and risk estimates, greater resources and attention need to be focussed on better managing these two aspects of the rule-making process. Results also point to the need for focussing attention on improved risk assessment methodologies and more effective risk communication to the public, and to the need for specific incentives targeted at the development of minor use pesticides.
