This dissertation examines the effect of Thailand's Labor Protection Act of 1998 on covered and uncovered sector wages and employment. The Act substantially raised the non-wage costs of employment, but only to the covered sector which comprises about 40 percent of the labor force. To guide the empirical analysis and the interpretation of findings, we extend Mincer's (1976) two sector model of minimum wage to the case where fringe benefits are mandated in one sector. Labor mobility between sectors induces effects on employment and wages in both sectors. The effects depend on the elasticity of demand in the covered sector and other elasticities. We use the 1994--2000 Labor Force Survey (LFS) data from Thailand to estimate the wage and employment effects. Using as two-step Heckman procedure correcting for selectivity bias and Oaxaca-Blinder decomposition method, we separately estimate log earnings equations for each sector and decompose percentage changes in hourly earnings compensation into changes that only come from pure earnings returns and changes that occurred because of compositional shifts. We find that the uncovered sector wage fell relative to that in the covered.

Multivariate logit model has been used to calculate the predict probabilities of each workers by various employment status. To gain better understand of these findings, we calculate the probability of being in large firms within the covered sector relative to the uncovered sector and the probability of being in small firms within the covered sector relative to the uncovered sector. The results are somewhat puzzling in that the relative probability of being in large firms within the covered sector to that of being in the uncovered sector rose in the post-Act period. On the other hand, the relative probability of being in small firms within the covered sector to that of the uncovered sector fell. Furthermore, we found that the overall probability of being out of the labor force, the probability of being unemployed, and the probability of being in the government or state enterprise rose in the post-Act period.

From these findings, it is hard to conclude the relative elasticity of demand for labor in the covered sector. According from the results from wage and employment, we expected that the Act would affect education groups more than age groups.
