Scope and method of study. The main purpose of this study was to develop a workforce education model for Lebanon's guest service agents' cluster. Guest service agents' jobs defined in this study were; concierge, front desk employee, reservation specialist, and first level management. In addition to providing descriptive information about workforce education models used in developing countries and successful workforce experiments from several other countries, the study examined what skills, knowledge and personnel attributes may impact the development of a workforce education model for each job cluster. There were 50 participants in the study. The pool representation came from the Lebanese ministry of tourism, Lebanese travel agents, Lebanese hospitality educators, Lebanese hotel owners and/or managers, and independent individuals who are interested in or are affected by the tourism business. Consequently, the result included the participation of 12 independent individuals, 11 hotel owners and/or managers, eight educators, nine travel agents, and 10 employees from the Lebanese ministry of tourism. Participants completed a four page competency survey rating skills, knowledge and personnel attributes of each job in the guest service cluster. The average mean was calculated for each competency of each group, a grand mean was calculated and categories were rated accordingly.

Findings and conclusions. In general, Lebanon's tourism workforce education curriculum has been based on an introspective workforce education model approach. The findings revealed competencies that were rated as essential, important, desirable and not necessary. The essential and important competencies formed the basis of new workforce education models for the guest service agents' cluster. The study concluded with four specific models to guide the development of training curriculum for the guest service agents' cluster.
