Identity fraud has emerged as a serious problem because of global terrorism. The 9/11 hijackers obtained drivers' licenses fraudulently and used them to board airplanes. To prevent terrorists from using fraudulent identification documents, the Intelligence Reform and Terrorism Prevention Act required the use of biometric identifier technology and personal identification cards. The purpose of this quantitative research study was to examine the motivational factors for the public to use voluntary national biometric identification cards (NBICs) as a more reliable and secure means to prevent identity fraud. The survey sample was 1,220 students, faculty, and employees of two community colleges in California. The survey results suggested that the public would use voluntary NBICs if certain incentives were available to NBIC users.
