This study investigated participation of parents in schools by examining the perceptions of parents, teachers, and principals regarding both actual and desired participation of parents in shared decision-making in a school-based management setting. The focus of the research was to determine whether there were differences between actual and desired participation of parents at the elementary school level as perceived by parents, teachers, and principals. The study was undertaken because limited definitive empirical data exist on participation of parents in a school-based management setting.

The study was between-subjects quantitative design conducted by survey in 11 elementary schools of a large Mid-Atlantic school district. For the purposes of this study, participation was measured by Ferrara's (1994) Shared Education Decisions Survey-Revised (SEDS-R) utilizing 11 organizational areas involving shared decision-making in schools. SEDS-R measures both actual and desired participation scores in 11 organizational areas including planning, policy, staff development, curriculum/instruction, pupil personnel, staff personnel, school community relations, student achievement, parental involvement, budget, and facilities management. To determine whether differences existed in perceptions of parents, teachers, and principals regarding parent participation in schools, both actual and desired scores of participation were analyzed. Specifically, the study investigated whether parents are actually participating in areas of the school that reflect their desires for participation. Secondly, it investigated whether the perceptions of principals and teachers of parent participation differed from parent perceptions of parent participation in schools.

Major findings included organizational areas in schools where parents, teachers, and principals are in agreement regarding both actual and desired participation of parents and areas where parents, teachers, and principals perceived differences in both actual and desired areas of participation of parents. The study found no significant differences existed between parents, teachers, and principals regarding both actual and desired participation of parents in the areas of policy, parent involvement, school/community relations, pupil personnel, staff development, staff personnel, and student achievement as measured by the SEDS-R. However, the study did find that scores for perceptions of parents and teachers regarding actual participation of parents were usually lower than scores for desired participation. Generally, parents and teachers had higher scores for desired participation of parents in all 11 organizational areas. This finding indicated that parents and teachers desired more participation from parents than was actually occurring in their schools. On the other hand, principals reported congruent scores for both actual and desired participation of parents indicating their perceptions that parents actually participated at their desired level.

Further analysis of the data indicated other significant differences between parents, teachers, and principals in their perceptions of parent participation. First, significant differences exist between parents' and principals' perceptions of actual participation in planning, curriculum and instruction, and budget. Data indicated that principals perceived higher actual participation of parents in those areas than parents did. Second, significant differences existed between parents' and teachers' perceptions of actual participation in curriculum and instruction. Data indicated that teachers perceived higher actual participation of parents in curriculum and instruction than parents perceived for the same area.

Third, significant differences existed between parents' and principals' perceptions of desired participation in plant management. Findings indicated that parents perceived higher desired participation in plant management than principals did. Findings did not indicate any significant differences between parents' and teachers' perceptions of desired participation of parents in the 11 organization areas. Implications of these findings are discussed in chapter 5.
