This dissertation is based on two years of extensive face-to-face semistructured interviews with 36 African-American noncustodial fathers of children who received cash assistance from the state of Wisconsin. I discuss the fathers' characteristics, their conceptions of their roles and responsibilities toward their children, the barriers and supports to managing their day-to-day lives, and their understanding of the child support enforcement system.

The main sample for the study was randomly selected from the state administrative data system. The final sample consisted of 25 noncustodial fathers chosen from a pool of eligible fathers at large, and 11 fathers participating in a court-ordered program for noncustodial parents behind in their child support payments.

Data for both groups was collected in two waves between April 1999 and April 2001. The second wave consisted of 16 fathers.

A key finding was that almost all of the fathers were involved with their children, but to differing degrees. Of the 36 fathers, 25 had jobs at the time of the first interviews, but many of the jobs were unstable, irregular, or paid low wages. Their educational level was low. Housing instability and interaction with the criminal justice system most strongly affected fathers' ability to maintain stable and continuous employment. Many of the fathers did not understand the basics of the child support system; however, they did have a better understanding of child support enforcement tools (e.g., incarceration and revocation of driving license). The dissertation concludes with a summary of the major findings and policy implications in the areas of child support policy, child support enforcement research, and social work practice.
