This dissertation provides a review of the literature about the topic of how test speededness adversely affects examinee test behavior, and the psychometric qualities of test questions and observed test scores. The focus of the investigation is placed on the issue about how test speededness violates the fundamental assumptions of item response theory (IRT) models that are used for estimating examinee and item parameters within an applied context of a test administration with live participants.

The research method for this study featured a pilot-testing phase in order to develop an achievement measure of applied statistics with sound psychometric qualities, as well as, estimate time intervals for two experimental conditions used for a subsequent experimental study. This test was subsequently administered to two groups of examinees. One group of examinees was assigned to an experimental group when ample time was given to complete the examination. The second group of examinees was assigned to an experimental group when a severely restrictive time limit was set for completing the test, causing examinees to be rushed while trying to complete the test.

The findings of this study show that test speededness leads to a violation of the assumption of local independence and the property of item parameter invariance. The results also suggest that the latent dimensionality of the test is altered when a test is speeded.
