This is a qualitative and exploratory study of the occupational health and safety policy regime of Hong Kong. The purposes of the study are to identify the historical forces and to explore the nature/features of occupational health and safety policy regime of Hong Kong as well as to account for the performance of occupational health and safety of Hong Kong. The theoretical framework of the study is stemmed from the regime theory of Pempel, the welfare regime theory of Esping-Andersen and Gough, both derived from political economic theories. In this study, a single-case (embedded) case design is selected. This is a historical and case study. The single case unit of analysis is the occupational health and safety policy regime of Hong Kong at large whereas the embedded case unit of analysis is the health and safety policy regime of construction industry. This case study covers the period between the end of World War II and 1997, when Hong Kong ended its colonial era.

This study indicates that the occupational health and safety policy regime of Hong Kong resembles neo-liberal type and the regime system was evolving stably. The system was by no means static that when it encountered internal and external pressures, it reacted accordingly, but within the paradigm of its persistent path dependence (i.e. principles, norms and institutional arrangements) of neo-liberalism. No paradigm shifting was observed despite tremendous social, economic and political changes during the timeframe of this study. This study also finds that the practice of neo-liberal occupational health and safety policy regime is diversified that the regime has different forms under specific historical, political, economic and social context. The Hong Kong regime belongs to "Minimal Intervention and Voluntaristic Self-regulation Type".

This study reveals that the strong power of the state-financial-capital ruling coalition, in contrast to the weak collective power of Hong Kong workers as well as limited democratic political institution, neo-liberal economic institution and Hong Kong's market position in globalization economy determines the direction of development along non-interventionism and remains the key historical forces of the occupational health and safety policy regime of Hong Kong. Underdevelopment of social welfare and occupational welfare all contributed to modify the forms of the occupational health and safety policy regime.

This study also evaluates the outcome of the neo-liberal occupational health and safety policy regime of Hong Kong. The extraordinarily high incidence rates of occupational injuries, fatalities and diseases in Hong Kong have contributed to social stratification resulting in further weakening of collective power of workers and consolidation of the ruling coalition. Finally, the researcher makes a series of recommendations on occupational health and safety reforms as well as on areas for further researches.
