The counterculture grew out of a literary and artistic bohemian subculture that had ties to the Campaign for Nuclear Disarmament and the Committee of 100. Even as the movement became more overtly political, it retained a strong tendency towards utopianism established during these early years. As the counterculture participated more in political activities, it initially followed the lead of the New Left, a loose collection of Marxist groups mostly made up of young people. However, following a series of fruitless protests against the American war in Vietnam, the counterculture stopped cooperating with the New Left and began to develop its own political agenda. Those who wanted to reform and liberalize the culture and legal system initially dominated this agenda. This dissertation looks at two examples of this: the attempts to change the BBC and the drug laws.

Over the course of this period, the government and mainstream society became less tolerant of deviant youth subcultures and political protests. By the time of the Heath government, this hostility had driven some in the counterculture away from liberalism and to the rhetoric of violent revolution. The Angry Brigade, a terrorist group produced by the counterculture, became heroes of the movement. In its later years, the counterculture declined in importance due to a variety of economic and political reasons: primarily the tension between reformers and revolutionaries and those who wanted to leave behind the utopian vision of the movement to concentrate on single issues such as identity politics and the environment. Although the counterculture ceased to be a mass movement, its influence and inspiration influenced profoundly many subsequent social and political campaigns.
